I'm so very very bad at explaining things but here goes nothing... If anyone understands this please clarify and repost!

Basic Information:
Each ingredient holds 4 effects each potion holds 4 ingredients.
Example(In this example the potion will have the final effect of E4 with the default targeting type TARGET.SELF):
Potion:
[
I1: {E1, E2, E3, E4},
I1: {E1, E2, E3, E4},
I1: {E1, E2, E3, E4},
I2: {E4, E4, E4, E4},
]
Each ingredient can also have targeting modifiers that decide how the potion will be used these are selected exactly like effects but count as additional:
Example(In this example the potion will have the final effect of E4 with the targeting type TARGET.GROUP):
Potion:

I1: {E1, E2, E3, E4},
I3: {E1, E2, TGroup, E4},
I3: {E1, E2, TGroup, E4},
I2: {E4, E4, E4, E4},
]
Discovering Effects:
Effects are discovered on a trial and error basis say you have a list of ingredients Ex:
Potion:
[
I1: {E1, E1, E4, E4},
I1: {E1, E1, E4, E4},
I1: {E1, E1, E4, E4},
I2: {E1, E4, E4, E4},
]
By tasting the potion produced by the previously listed ingredients you can determine E4 was the most present effect of all 16 effects.
E4 is probably present in both I1 and I2.
It is also possible all effects were equal for example I1 was used 4 times. The result of tasting such a potion would be E1.
By mixing another potion containing I2 you may try and confirm or deny based upon what you know and trial and error which ingredients contain which effects
and targeting types. Alchemical research is a process.
